Abstract
Since 1970 (1390 AH), Saudi Arabia has pursued comprehensive economic and social development planning, beginning with its First Five-Year Plan. This approach has emphasized efficient financial resource management and significant attention to the monetary and financial sector. Monetary planning has driven structural changes in the economy, influencing the central bank (SAMA), commercial banks, and lending funds, as well as the instruments of monetary policy. Monetary policy plays a key role in controlling the money supply, managing liquidity, and influencing credit availability and costs. This study analyzes the major transformations in monetary policy during the first three development plans (1970–1985) and evaluates their effectiveness in supporting the national economy.
