Abstract
This study examines the legal and practical difficulties of compulsory insurance in the construction sector, focusing on buildings under construction. It discusses the rationale and social importance of such insurance, reviews the relevant legal framework, and highlights obstacles to effective implementation, before proposing avenues for reform.
