Abstract
This introductory report frames a scholarly initiative devoted to examining thirty years of activity of Morocco’s Supreme Council and the evolution of its judicial functions. It explains the purpose of connecting academic legal research with judicial practice, and highlights the Council’s role in clarifying legal norms, consolidating interpretive approaches, and reinforcing legal certainty. The report situates the Supreme Council among the institutions that shape the rule of law through guidance to lower courts and through review focused on legality. It also announces key questions addressed by the contributions in the issue, including the unity of jurisprudence, the growth of administrative litigation, and the practical effectiveness of judicial decisions.
