Abstract
This article analyzes how the energy crisis of the 1970s contributed to the relocation of certain polluting industries toward developing countries. It examines the economic logic of these transfers, their relationship to the international division of labor, and their implications for industrial development, environmental protection, and the policy choices available to host countries.
