Abstract

This article examines agricultural development planning in Saudi Arabia and situates it within the Kingdom’s broader comprehensive development strategy. It reviews the objectives of successive development plans, including economic diversification, food production, rural settlement, social stability, and the expansion of infrastructure and human capacity. Particular attention is given to the strategic role of agriculture in national development despite severe water scarcity, highlighting state support through land distribution, irrigation studies, desalination, extension services, mechanization, and regional agricultural programs. The paper argues that agricultural policy is integral to balanced national growth and to reducing dependence on a single-resource economy.
