Abstract

This research analyzes the impact of the territorialization of public policies in Morocco, focusing on INDH (National Initiative for Human Development) projects within the Al Haouz province. Utilizing a qualitative approach (interviews and field observations), the study evaluates the effectiveness of this mechanism in reducing local disparities. While the results indicate improved access to basic services, they also reveal major flaws: the capture of resources by local elites, the exclusion of vulnerable populations, and a lack of sustainability. The analysis highlights the ambivalent nature of this territorialization which, due to a lack of genuine participatory governance, struggles to reduce deep-seated inequalities. A structural overhaul of decision-making mechanisms and the strengthening of community capacities are essential to achieving human development goals.
